Presentation ~ An Update on HMO Licensing and Housing Act

A Presentation by Ruth Abbott, Housing Standards and Adaptations Manager. Ruth has has been invited to give members an update on the progress being made by City of York Council and landlords on complying with the HMO licensing requirements. ie.

Ruth will also update us on the change in policy (agreed just prior to Christmas), whereby it will no longer be a mandatory requirement to provide wash hand basins in all bedrooms and separate WC's in licensable HMO's.

Also we also hope to discuss informally and constructively two further topics of interest to owners of Licensable and Non-Licensable HMO's, namely:

  1. The Regulatory Reform (Fire Safety) Order 2005 ~ Basically this means that starting in 2008 all landlords must carry out a Fire Safety Assessment of the houses they let out. How and when do we do this?
  2. The implications of HHSRS on smaller, Non-Licensable HMO's ~ Are you aware that now, nearly all ALL HOUSES that are let out must have mains fire alarms and probably some fire doors? If your answer is NO, then neither were we!!!
